Assembly of State Parties to the International Criminal Court

On the 7th December 2017 Dr Luke Moffett spoke at the United Nations Headquarters in New York on funding reparations through perpetrator assets, donor contributions and state budgets. He was joined on the panel with Souleymane Guengueng, Nader Diab REDRESS and lawyers involved in the Hissein Habré case on funding reparations for victims of torture, extrajudicial executions and sexual violence.

Souleymane was a torture victim during Habré regime, who upon release documented the testimony of hundreds of victims, which was later used in the trial against the former dictator. This event took part as part of the Assembly of State Parties of the International Criminal Court, with attendees including diplomats, civil society and the Chief Prosecutor of the ICC, Fatou Bensouda.
